The gist is that Warner Music is proposing a music tax of $5 / month which will serve as a protection racket of sort for ISP's from lawsuits. Of course, Warner is trying to get other labels involved as well. Technically the tax isn't mandatory, but it's your ISP's decision not yours. Don't get me wrong here; I very rarely (if ever) download illegal music and almost always purchase the music of bands I like because I believe in supporting them, but I don't want to be forced to pay more to access the internet so the majors can have another way to bolster their failing business models.
