On Finding The "Sweet Spot" Of User-Generated Content

tibii pointed out in a recent blog, (i) in the bad bad old days, when mass media was king, we had the likes of knowledgeable Facilitators, such as John Peel to sort through and find our music for us [what a cool guy he was!], and (ii) today, when we have boundless choice in music, it's like Christmas.
The paradox of the "long tail" phenomenon is (as tibii accurately observed):
1. In the web-based era, people are now spending more money on music than ever.
2. However, most of our musical heroes "cannot make a living from making music or being artists".
In a revealing commentary to my recent blog proposing the establishment of A Fuzz Music Collective, jeff, CEO of Fuzz, stated in part [emphasis added by me]:
No doubt, the first step in the process of developing a viable business model in the new music ecosystem will be, as Jeff suggests, for the artists to centralize content development [data aggregation] and deploy the content [flow of information] in a decentralized environment. The problem remains: trying "to boil the ocean."
Thus, I think the second step in the solution must lie in finding new ways to develop "critical mass" in the "tails within tails" of user-generated content [UGC] in a decentralized, long-tail environment. This is a non-trivial exercise.
If Anderson's premise of "tails within tails" is valid [and I think it is], the flip-side of the long-tail thesis must be that there are also "heads within heads" to provide the beginnings of criticality which lies at the core of discovery [where "information" crosses over to the threshold of "knowledge"].
Finding the "heads within heads" is the elusive sweet spot for music discovery in the digital era. We must become the new "John Peel's of the internet" [through use of the Fuzz mix-tape* or similar discovery tools in the decentralized environment of boundless choice]. Are we up for it?

I think you should spell out more what "tails within tails" and "heads within heads" mean and how that affects the sweet spot in the new decentralized environment.
